Mr Chana of Blenheim Road Gloucester, appeared before magistrates earlier this month, and pleaded guilty to fly tipping.
The offence took place in July 2015 and the waste consisted of several black bags of household rubbish which Mr Chana had transported from his property and dumped in the bin area at Vauxhall Terrace.
Mr Chana was fined £100.00, ordered to pay costs of £793.84 and a victim surcharge of £20.00.
Cllr Jennie Dallimore, cabinet member for communities and neighbourhoods, said: “I am very disappointed that people continue to try and commit these sort of crimes.
“Fly tipping is not a victimless crime and we will always seek to prosecute those who blight this city with their inconsiderate actions.
“Let this be a warning to anyone else who thinks that they can fly tip, it won’t be tolerated.”
