Gloucester City Council is introducing Public Spaces Protection Orders (PSPOs) to deal with dog and alcohol-related nuisance across the City. These PSPOs supersede and strengthen old orders that were repealed under the ASB, Crime and Policing Act 2014.

The PSPOs will come in to force on 30th November this year. Publicity of the PSPOs, including erection of signage, will be taking place throughout November and December and some information has already appeared in the local press

The first stage of work following the introduction of the PSPOs will be engagement and education, and we will continue to work with partners to do this. Our multi-agency Street Aware approach of “engage, support, enforce” will still be ongoing and work is already underway to engage with people seen street drinking in the City centre and Kingsholm areas where the alcohol free zone will apply.

The PSPOs that are coming in to force on 30th November are:

1. City-wide PSPO
This PSPO is in place across the entire City and specifies:

  • Dogs must be kept under control at all times, and put on a lead if requested
  • Dogs are not allowed in children’s play parks
  • Dog fouling must be cleaned up
  • Anyone drinking alcohol in a public space must dispose of or hand over their alcohol when requested to do so by an authorised officer if the request is made in order to stop or prevent a nuisance

2. City Centre Alcohol Free Zone

This PSPO bans anyone from drinking alcohol in a public space (on the streets, in a park or any other public space) within the city centre BID area. Alcohol may only be consumed in the city centre if within the curtilage of a licensed premises or at a pre-approved licensed event within a clearly marked boundary.

3. Organs Alley PSPO

This PSPO restricts access to Organs Alley, an alleyway off of Eastgate Street in Gloucester City centre which was affected by anti-social behaviour and crime.

Five old Gating Orders remain in place across the City; these will be reviewed throughout 2019 and if appropriate will be turned in to PSPOs.

Reporting

Street Aware multi-agency information, local intelligence and ASB/crime reports will be used to direct our engagement and support with individuals, and the enforcement of the PSPO. As ever, we rely on colleagues and members of the public reporting issues that they see. Breaches of the PSPO should be reported in the same way as anti-social behaviour, to:
