Anti-Social Behaviour Injunction given to man for causing persistent nuisance in Matson

A specialist team dedicated to tackling anti-social behaviour in Gloucester has served an injunction on a man to curb his nuisance behaviour and are asking the public to report any breaches to ensure the sanction works.

Djafarou Ousmane, of Gloucester, was served with a civil Anti-Social Behaviour Injunction (ASBI) on 28 September at Cheltenham and Gloucester County Court.

The order imposed by the courts forbids Mr Ousmane from:

• Engaging in conduct which causes or is capable of causing alarm, harassment and distress to any person within the boundary of Gloucester.
• Using or threatening to use violence against any person in the boundary of Gloucester.
• Entering or being in the Matson area (specifically the area bordered by Matson Lane in the west and north, Painswick Road in the east and Sneedhams Road, Winnycroft Lane and Corncroft Lane in the south).

The granting of the injunction followed numerous reports to the police from members of the public and businesses in the Matson area that Ousmane was engaging in anti-social behaviour, including abusive and threatening comments and violence and intimidation. He has also shoplifted on a frequent basis.

The case was brought by Solace, a joint team of officers from Gloucestershire Constabulary, Cheltenham Borough Council and Gloucester City Council.

Solace Officer Matt Roberts said: “This sort of behaviour is not acceptable. Ousmane has caused a number of issues in Matson, as well as other areas of Gloucester. He has verbally abused and intimidated members of the public and caused disruption towards local businesses and places of worship. Our hope is that this order offers some protection for the community.”

Local area Police Inspector Si Motala said: “Through engagement with our communities we have identified this man as responsible for persistent anti-social behaviour in the Matson area. This is completely unacceptable. I am confident that this injunction will help curb his behaviour but more importantly reduce the impact on the community. However it’s important the communities know about this injunction so that people can report any breaches to us and we can understand if it is working or if further action is needed. Mr Ousmane can be arrested if he breaches these conditions.”

The order will remain in place until 28 September 2023.
